"It must be one of her moods again," Aegon mutters. He loved all his sisters, but Daenya was the one he understood the least. "I just hope she hasn't angered anyone important." "Oh, hmm? It was only a compliment, it would be vain of me to repeat it." Aegon frowned suddenly, his gaze looking out somewhere beyond Elseyris. "Who is that your sister is talking to?" She turned to look in the same direction, surveying the dark-haired man, holding her sister's hand. "I have no idea, I have never seen him before. Would it be rude to investigate?"

Visenya pulled her hand slowly from his grasp, not altogether displeased by the way his hand felt on hers. "You are very forward, Blackwood," she said, "I don't think I said it would be my dragon that you would be riding. Though maybe..."
She heard footsteps and turned to see her sister and cousin approaching just behind her. "Hello again, Elsey, and good day to you, cousin." She bobbed a brief curtsey to him, blushing faintly and wondering exactly what they had heard this insolent yet charming young riverlander say to her.

"Of course. I lifted a siege around it once." Aegon did not much like the look of the man, for reasons that did not readily spring to the tip of his tongue. "I'm sure Axell will have a good evening." The Crown Prince's look strongly suggested Blackwood find his entertainment elsewhere.

"Oh?" Aemon says somewhat surprised, "My job is to punish those who have broken the laws of the land and those who our king feels no longer need to be alive. It isn't that much of a profitable area. But no, I have not heard of this Prisoner's Carnival concept." Aemon states. "All executions are to be made public, correct?" Baelor asks, making sure that he and his nephew were on the same page. "And the heads of the deceased put on display for all to see as a warning, yes?"

"Of, course. Everyone is able to come see an execution unless it is to be done privately, or unless the executed is not within the city limits so that our Goldcloaks are unable to arrest them." Aemon answers.

Aemon answers. "Now, here's the idea behind a prisoner's carnival. True, for the execution of people committing high treason, much as your Uncle Aenar did, you have them beheaded for all to see. That shall not change," Baelor's mouth curls into a wicked grin, "But the minor crimes... those, we give a price of admission. We hold the trial right then and there at the Prisoner's Carnival. Torture them for all to see in order to elicit a confession. If they confess, their death is quick. If they don't... well, we give the audience a show."

"We could talk to the King about this, but I am not sure how he will feel about it. I am the King's Justice, I do not execute those who have committed minor crimes that the King does not pass sentence on, nor do I perform acts of torture on those who are imprisoned in the dungeon." Aemon remarks, leaving out that he has various underlings that do in fact torture prisoners in the dungeons if they have earned that suffering.

"Then allow me to illuminate the possibilities for you. We are in a rut, financially speaking, that is no secret. Otherwise, why would we have a representative from the Iron Bank of Braavos standing in the Red Keep? We are in the middle of a war, and need funds from within instead of without. Circulation of currency, cousin. We need to get money out of the smallfolk through a way other than taxes," Baelor gets another goblet of wine and drinks deep. "Here is what we do. There is a hill currently out of use in King's Landing. We set up a rudimentary stone structure with one entrance, and set up a simple stage, a gallows, instruments of torture, and so on." His eyes are beginning to gleam. "We leave enough space for a couple hundred smallfolk. We even buy all the rotten produce from the various vendors down in the town and sell it to the smallfolk at double the price so they can throw it at the condemned. Five coppers gets one person in to watch a condemned man get tormented to death. We do this once a tenday. That's easy revenue for us, easy revenue for doing something that we do anyway."

Baelor says, pausing briefly to drink deep of his wine. "The situation in its entirety will pay itself off in a short matter of time, six months at most if we do two showings a tenday. And in comparison to the length of the war, I would say that's a rather short amount of time indeed."

Maybe I should run it by the Master of Coin so he could refine the plan into something much more workable."

I was merely discussing the dragons with the Lady Visenya. I know so little about them, you see. I should like to see a dragon at close quarters. I thought the lady might oblige me."
