It is a large rectangular building located near the Dragon Gate, It's main objective is to separate the Watchmen from the civilian population and reinforce discipline, training and morale. There, is located the Lord Commander's Office.

Vagarr is met by a senior officer of the Watch, Ser Josua Byrch, who has recently been made Commander now that Prince Maelys is Lord of Oldtown. "Ah, Rivers," he said, courteous but cool. "How fares the Dragon Gate?"

"See to it that they are better trained," Ser Josua snapped. "That is your duty, Rivers. If you lack equipment, you see the Quartermaster. For training, you increase the number of sessions for those men not on active duty at a given time. Set penalties upon those who fail to achieve an adequate standard, or who fail to display the proper discipline."

Ser Josua looked coldly at Vagarr. "Good day, ser," he replied with heavy sarcasm, then turned and walked away muttering about nepotism and blood of the dragon.

Ser Josua's squire opened the door to him. The knight was seated behind his desk. He looked up at Vagarr. "You came back, then? I began to wonder if you had deserted your post."

"The penalty is death. The same as a brother of the Night's Watch. But since you were foolish enough to come back, I will assume it was a minor error. You have double duty for the next month. Half pay." Ser Josua watched Vagarr for his response.

Maelys had arrived in the city the day before the King's pyre. Throughout the ceremony he may have even shed a tear for his brother, but nothing of importance, in their relation there might have been respect, but no love. He rode to the barracks certain of the storm that would hit Westeros in the following weeks, even though he hadn't picked a side he knew the time would come.... And by then he would be ready.
"I wish to speak with your new Lord Commander..." He told one of the Goldcloaks at the door of the Barracks, trying to recognise his face from the old days as Lord Commander.

Maelys recognised the man but they had hardly been friendly given that the man was an ordinary guardsman and Maelys had been the commander as well as a prince of the realm.
"Ser Josua Byrch commands now. You can just go through to his room, m'lord."

"Thank you..." Maelys forged a smile, and tapped the man's shoulder. "It's good to see you again, and still in great shape." He lied, trying to keep a good impression wit the man.
"Ser Josua...?!?!" He entered the Barracks, he was clad in black velvet with his personal dragon sigil stitched to his chest. "Former Lord Commander Maelys Targaryen, reporting for duty." Maybe it was not a time for jokes ... But he did it anyway.

Ser Josua looked up in surprise. "Prince Maelys. Why...? Have you come to resume your post?" He asked the question reluctantly, not wanting to give up his position. "Or have you simply come to visit your old headquarters?"

Maelys sat in the visit's chair, his eyes never leaving and his heart ever craving to seat back on his desk.
"You see, my lord... With my late brother's passage, you might have noticed that tension growing all around us; Aegon is nowhere to be seen, there is no one to seat the Iron Throne for now, but my lovely sister... But there are pretenders in every corner and their bastard make them crave for that useless chair." He twitched his moustache.
"That's why I'll need all help I can muster from my old comnrades of office. I need the Goldcloaks under my sphere of influence, I fear there's bad blood coming this season and a wise man must prepare himself."He gave a pause. " Can I count on you... Lord Commander Josua?"

"This is troubling news," Ser Josua mused. "I know nothing of any pretenders, but I love the city well and I am loyal to the crown." He eyed Maelys with a worried expression. "This is going to cause problems for the goldcloaks. I foresee an increase in desertions and floggings."

Floggings... Maelys shivered, during his Command he had tried his best to keep the practice as rare as possible.
"That's indeed troubling.... We should work on keeping this desertion numbers as low as possible, perhaps I could try giving a speech to keep a high morale." He once had been good at that, but maybe his skills had rusted with time and distance.
"Disconcerning all these factors... Right now, if I asked you: How many men could you get under my command?"

"I have three thousand men," Ser Josua replied, with emphasis on the 'I'. You are well regarded in the Watch, my lord, so your words will surely be appreciated, but you are no longer in command here. The goldcloaks obey only their commanding officers, the king, the queen, or the Hand of the king, unless others are given licence to command them. But the new King is not in the city and there is no Hand. Her Grace the Queen has not informed me that you will be taking up your old post, my lord."

Maelys grimaced. "This is a matter of national security, boy.• he emphasized boy with a threatening tone. He knew not the age of the knight, but he always liked to act as the older one. "I've been Lord Commander far longer than you can imagine."
He took a deep breath and sighed, trying not to lose his temper. It would bring nothing good, he needed some friends not enemies.
"You see, Jos, I won't be taking your place... I just need YOU to heed MY council, before someone else comes barking at this door."
"Don't take this as a threat, good Ser, but I still have some friends around the capital... Including my family on top of that hill over there. What I mean is: I could take your chain right now, but I feel so holy at the moment that I'm going to let have a chance on trying to keep it."

Ser Josua was a little younger than Maelys but fortunately held his tongue over Maelys pulling the age card over him. He had felt it necessary to point out that he was the commander now, but he had an immense amount of respect for the Targaryen name, and Maelys was still a prince.
"I will of course heed your counsel. I am well aware that you know the business of House Targaryen far better than I ever could, and I held you in much regard when you were our commander. You may be sure that my first duty is to the realm," he assured Maelys.
