Commentary: AGoT really does come off as The Ned Stark Chronicles. Every chapter but Dany's and Jon's later ones are connected directly to Ned's arc. It still surprises me Arya gets only 5 chapers. Maybe he didn't know she would be so important later. It's hard to tell, since Dany and Bran's output will shrink over time.

Commentary: And then Arya Stark jumps up to second place. Tyrion also gets way more chapters whereas Dany drops a several spots to only five chapters. Davos only has 3 chapters, and feels more like commentary on the Stannis camp than an actual character just yet. Theon and Bran's chapters connect for the Winterfell arc, as do Sansa and Tyrion in KL. The rest are essentially on their own tracks.

Commentary: Arya is now the No. 1 contender, with Jon Snow close behind and Tyrion lagging. I'm a little surprised Jaime got so many chapters off the bat for a 'newcomer'while Dany conquers three cities in six chapters. Bran barely does anything except walk... and not even that.
Tyrion and Sansa's chapters mostly connect until Jaime starts filling in the blanks for her in KL. Davos gets to make choices this time. Sam and Jon's chapters are essentially the same arc for the most part.
Oh, and Catelyn dies, despite having more chapters than you'd think.

The Cersei Lannister Hour! I always wonder why GRRM picked her, as she's the only character who gets even less sympathetic with a POV. Hers and Jaime's are essentially one arc, though Jaime spends much of his time away. Brienne joins the main cast with 8 chapters, and Samwell has another five chapters this time around to himself.
I don't know what it means for future books, but this and the next get much more experimental with character PoVs, introducing and discarding new ones much more easily. I suspect GRRM wants to keep us on our toes.
