It always has, so long as the points are unused i.e. were being saved for a bigger bonus. You don't get to reallocate spent points on a new character if you die.

We decided that he'd die up north because resuming the role would be more hassle than anything else for the admins and myself, but that doesn't nullify everything done up to that point.

If you had unused exp points, yes you should have. There is no record of that in your profile though. You were given 20 points in the 1st set of bonuses. Did you use them?

However, it is stated in the betting rules you cannot bet on someone then kill them just to get the points. The same would apply to killing yourself.

You should have gotten points in the first set of awards.
Yes, unspent points carry over to new characters. Bonuses do not.
Also, I'm fine on you betting on someone you intend to kill or even yourself, just as long as the bet doesn't influence RP. If it does, we'll have some unpleasant words.
