"They can pay to build it," Brandon snorted, "We don't owe them anything. In fact, obligating them to spend whatever funds they have on building a new Sept would help further drain any independence they might have."

"Who do you define as they, Lord Commander, the Poor Folk with their great wealth, the peasants who support them and their great wealth?" Janos asked, "We do not owe them anything, I agree, however obligating them to spend said funds will only put them in a state where they will struggle to even feed themselves." He then continued before pausing for a couple of seconds. "The main thing your idea will do is put them in a state of poverty during a time when food is still more expensive than ever... well that couldn't possibly end badly, could it?"

"The Faith has leaders. Most Devout, and such. They will undoubtedly appoint a new High Septon, sooner or later. They'll return to collecting tithe, as they have in the past. The faithful will donate funds for new buildings. Coin they aren't spending on arms for a new rebellion." Brandon replied.

"The idea has it's merits, I wont deny, but at the same time it strikes me that we could do better." Janos said. "With your way, maybe the bad blood goes away, maybe it just is snuffed out by the practical costs, but what happens once they are done paying for the construction, and probably hate us even more" He continued. "What say the crown was to offer to cover the build as a token that we will not hold anything against those who willingly put arms down, and that we don't need to remain enemies. So we oversee the construction of the new building, that while affordable, is still respectable to the faith. Of course, the odd drawings for hidden passages and such could go missing, things we could use to observe those of the faith if they are problematic in the future, or even to enter without them noticing, while they are ignorant as to the existence of such. So first up, we heal any bad blood between the crown and those who worship the seven, while building something we can use to keep an eye on them. Of course, this leaves the problem that they might have the funds to wage rebellion, so here we can also do better than your initial proposal if we think of more subtle ways to keep them paying, say higher taxes on items they need, introducing that they need to support post war recovering, and many other small payments. These payments are not the same kind of cost that the construction of the new building, individually. However if we put care in we can make the cost equal or even greater than would the cost of construction would have been, and can stretch it out for much longer than the cost of construction would have, thus creating a far more long-term solution." He finished.

Lord Reyne frowned. "I cannot give my support to any plan that compels us to begin building a new sept with crown funds at this particular moment in time. I am sure the crown could contribute at a later date, but not immediately, when there are greater matters requiring our attention. But I certainly believe that it would be acceptable to require the surviving officials of the Faith to contribute any personal wealth they possess if they wish their new sept and headquarters to be built as soon as possible. Furthermore, I would suggest that the sept be built by those who most desire to use it. Let the former Poor Fellows pledge themselves to such a cause."
He looked around at them all.
"Furthermore, if a new High Septon is to be appointed, the chosen one must be approved by the crown and sympathetic to House Targaryen and support our goal of bringing peace to the realm. We cannot risk another war."

"Well, the plan strikes me as somewhat sloppy, but seems to be the best path open to us, so it's the path we must take at this stage" Janos said. "As to the new high Septon, might we also consider someone who can be... made to do what we need, while appearing completely independent of the crown?"

Lord Reyne frowned and said nothing more. The Grand Maester said "Yes. It is most important the High Septon be our ally, though it must not be obvious that he is so. Having said that, we will need to know how many of the Most Devout survive."
