I always assumed that "evil korra" was the bit of Vaatu left inside Raava. Just go out of her control due to the PTSD.

I was actually pleased that Kuvira didn't turn out to be just a big jerk like Ozai, but really someone who believed in their ideals. She's not a different character, she's just at the end of her rope. I wonder if she and Baatar ever get back together.
Also, Wu's choice is perfectly respectable in my eyes. If he had let another spoiled royal take over, the cycle would have just continued until we got another Kuei, Hou-ting, Kuvira, Wu, or even an Ozai. I think it was the smart, ethical choice, considering the little kingdoms were already split up in practice. Though I'm sure they'd form an Earth Federation or something, to keep things simple and expedient. They still share the same culture, and they're going to need to figure out trade routes and laws anyway.
Finally, Republic City is possibly the worst place to live, after Amon, Unavaatu, and Kuvira stomped through. Raiko's very lucky Zaheer decided not to kill him when he had the chance.

I kind of agree that Korrasami should have been built up better.There are hints of a unique relationship, but nothing romantic. Still, it explains why Nick decided not to air this season. And yeah, there really was never that much long-term planning unlike TLA. LOK has a lot of wonderful ideas and a lot of of good writing, but the characters are in too much of a rush at times for us to really get inside their heads and understand some of their decisions.
For example, I wanted to see Bolin joining Kuvira, or Korra having more non-crisis adventures, or spend more time with the villains. The Red Lotus should have got their own episode, and Kuvira should have had more private moments with BJ, so we grasp their motivations better. Amon had a really wonderful flasback, but we never really get into Unalaq's head, which is why I think he's the least popular villain. (I actually quite liked his scheme, and simply think he could have used a more charismatic VA or something.)
