Appearance: Uther is a middle-aged man of average weight and height with a flowing mane of brown hair and a carefully groomed moustache and beard. He is always immaculately dressed, and always wears the ring of his station: a broad band of Valyrian Steel, studded with gemstones to represent his mastery of various different fields.
Personality and Reputation: Aloof, amused, and wry, the Chancellor has built a reputation at court for his witticisms second only to his practical brilliance at the worldly sciences. He is considered to be one of the foremost minds in the realm in the fields of architecture and modern medicine. He is also said to be extraordinarily wealthy, but where all that gold has come from is a matter of much debate at court.
Uther's tenure has not been entirely without controversy; the lectures he still gives are typically delivered with a glass of red in his left hand, and some say he is corrupting the youth of King's Landing as much as educating them. Rumors persist that he has paid for more than one noble boy's first whore, and deflowered more than one of his female students (rumors vehemently denied by the good Chancellor with a sidelong wink). But despite the rumors Uther is well-liked among his students, his staff, and the court, and there is little doubt that he has a gift for management, research, and education. Those who know him well recognize that beneath his playboy veneer Uther possesses a strong drive for self-improvement and discovery.
Background: House Bell is a no-account House from the northern Reach, capable of mustering perhaps a dozen men-at-arms. The Belltower was sacked in the very first year of the Faith Militant Uprising, what little wealth it possessed completely looted. That did not stop it from being sacked again repeatedly over the course of the war: the latest Lord Bell would be invariably executed, while the Royalist or Faith forces propped up one of his relatives as the new Lord Bell. Eventually one of the Bells developed pattern recognition and decided to find safety for his young sons by sending them far away. To hedge his bets, Lord Bell sent his elder son to squire for a watch commander in King's Landing, while his second son was sent to train at the Citadel of Oldtown.
It was under these circumstances young Utherydes Bell arrived at the Citadel at the age of eight. Uther initially did more servant's work than learning, but the boy possessed an uncommonly bright mind and soon grew to be a favorite of the Maesters. He became a novice, then an acolyte, serving under Archmaester Beric, whose mask and rod were yellow gold. These were heady days to reside at the Citadel, for the Faith's relentless push for new weaponry had sparked a renaissance of invention among the realm's most gifted minds. As an acolyte Uther was not let anywhere near these secretive inventions, but he was nonetheless proud of the work of the institution that had taken him in.
But while Uther excelled in all his studies, he was far from a model acolyte. Rather than devoting all his time to his studies, he borrowed money from low-lifes and put his training to practical use, investing in ventures both legal and sketchy, quite contrary to the expectation that maesters did not own property of their own. He delighted in associating with the wrong sort of people. He found he had quite a talent for making money and quite a hunger for the things it could buy. Even so, he decided to continue with his training and forged his chain to become a full Maester in 80 AL. Uther was a maester for one day before his chain was stripped from him. It was not his extracurriculars that caught up to him, but rather a string of drunken blasphemies in a public tavern that so enraged the ruling Faith Militant that Uther was lucky to escape without being lynched. Still, Uther felt betrayed by his order for kowtowing to the Faith rather than asserting themselves as he thought they should. Thus when Prince Aegon's forces sacked the city a few months later, Uther left Oldtown behind and traveled to King's Landing for a fresh start.
Uther set to expanding his profitable enterprises in the capital, and when he heard news that the new Queen intended to build a house of learning to surpass the Citadel, he knew he wanted to be a part of it. The young ex-maester was not the first choice to be the chief architect on the new Academy, nor the second, but when those candidates mysteriously pulled out Uther was awarded the project. Uther drew up the plans and oversaw construction of the Royal Academy, a grand complex on the hill with soaring spires and elegant domes. During its construction he so impressed the queen and the court with the breadth and depth of his knowledge that despite his relative youth he was the natural choice to become its first Chancellor.
Chancellor Bell has served the Queen on her Small Council ever since. His promotion has allowed him to greatly expand his own influence and wealth, things he is proud of given his humble beginnings in an impoverished noble house. He has played a part in the education of nearly every noble youth in King's Landing, including tutoring each of Queen Rhaena's four children in some capacity.
